MintyBoost not charging !!!

Okay so, first few times soldering up a board so don't hate too much.
Here are the front and back.

Testing the voltages:
1st and 4th pin: 4.9V
2nd and 4th pin: 0V
3rd and 4th pin: 1.9V

Obviously my problem is somewhere with the 2nd pin, however I'm not sure what this is.
Any help would be greatly appreciated !

Can you get a sharper shot of the bottom of the board? Your problem is likely somewhere in the soldering of R1 & R2.

I think the one circled in red is the problem. The ones in yellow look suspicious as well.

Thank you very much. Works great now. I believe that it was indeed the red circled lead.

Hmm, I seem to be having a similar problem. Does anyone have any ideas for me?

Testing the voltages:

Looks like a few cold solder joints there. Retouch any that are not smooth & shiny. And make sure that the solder has flowed well onto both the pin and the surrounding pad. You should cut those leads closer to the board too, so they don't short out on anything.
