Waterproofing PIR sensor?

I am a young person interested in electronics and don't know much about this. My home has been constantly pelted with toilet paper and other pranks by a "friend" of mine, and I have designed a wonderful system for alerting me and scaring her off (on camera), but the missing piece is motion sensing.

Do I use a PIR sensor to tell if the prankster has arrived? An ultra-sonic rangefinder? something else? I live somewhere with lots of rain, so how do you waterproof such things? Sugru?

A PIR is a great choice since it detects movement of warm bodies over a fairly wide field of view. Although you may have to contend with some false triggers if there are a lot of pets or other critters about. Waterproofing should not be hard since the PIR will work through a plastic bag.

Another option would be one of these. It integrates a camera, motion detection and infrared light source into one waterproof enclosure.
