if your multimeter can measure dc milliamps then you can just put one end of the meter to pin4 and the other end to ground
when a note triggers it should go up to .050mA and then fall back down to 0mA if it happens too quickly for your meter you can short d35 and d36 together to hold the note on
Will check that today, i have a feeling it might be something to do with IC8, maybe a short happened when desoldering. AS the traces came up on some pins. but the socketed new IC8 is making connection with all the components it should!

Should ground on analogue section be connected to ground on Digital? Mine isn't!
without J3 plugged in the DC amps dont budge from what i can see!
play a set of lines with accent off and set env mod to full and turn the decay from min to max you should hear the filter sweep if not something is wrong
play a set of lines with accent and turn accent up and down you should hear the notes getting louder if not something is wrong
with env mod on full and resonance half way up you should hear a noticeable difference in filter sweep time with the decay knob
the next thing to check is to play a nonaccented line and then turn accents on while having the decay full up you should hear the decay drop when the accents are on
do you hear any filter sweep or is it that the sweep doesnt change with the decay knob
