The problem with the thrice-damned R4 and R7 is that they prevent the USBTiny from dragging the data lines high/low reliably if there is any other load on the ATMega's pins. Jumpering them allows the USBTiny to force the pins high/low even with other crud attached.

The power control is handled by the jumper in the USBTiny and has nothing to do with R4/R7.

we suggest following the other users's suggestions and purchasing some new DIP 168V chips from mouser or digikey

Do I want a ATMEGA168V-10PU-ND or a ATMEGA168V-10PU? I'm not sure what the ND suffix specifies.

Just an update for everyone who may come with the same issue. Got new a Atmega168V from digikey. Plugged it in, flashed it, and it booted right up.

Guessing I fried the chip with my USBTiny. Either an issue with a cold soldered joint or the R4/R7 resistors/jumpers.

Thanks for everyone's help, I now know what time it is again.
