Tinybld can't find my PIC!!!

I hook up my partially finished minty to my PC, it registers, I fire up tinybld. it can't find my PIC though! (and I'm sure i"m using the right com port)
I have checked all my caps and resistors, they are behaving normally. The regulator is functioning, and so is the inductor for USB (mostly cause USB works) and the shottky diode for the MCU. The only things I'm not sure about are the MCU itself and the crystal. My friend's multimeter has a built-in frequency tester, but half the time I get 0.000Hz and half the time I get random numbers not even close to 29.4912
Is there a good way to test the MCU? I've tried reburning it or my 2nd identical MCU, but no luck so far cause I just rebuilt my programmer on breadboard and I have a rough time with it :)

As for the crystal, how can I test *it*?
