MiniPOV4 not working

MiniPOV4 not working

I soldered together the MiniPOV4, plugged in power and nothing. None of the LEDs light up. After checking for soldering mistakes, I checked these forums. I checked that pin 7 (VCC) on the chip is getting power, it is. Here are my soldering images:

I gather that some of the chips might have gone out unprogrammed.

Can you post another photo of the bottom side with the solder job. It's a little out of focus.

Would it possible program the chip myself using an Arduino and six pin ISP?

Thanks for the additional photo. It may be connection related. There may be a few pins that are cold soldered and not wetted out enough on the pads. See here:

Visually check your pins and for any that seem like they may be like this, go back with the soldering iron and try and reflow them a bit.

The firmware is here:
https://github.com/adafruit/Adafruit-MiniPOV4-Kit
if you have the ability to program the chip. But it should have come programmed. So try the soldering first.
