After much hair pulling, I've realized all the 4066 chips I recently bought have specs that are no good.
The BOM should be updated. It lists merely "4066 analog switch - Has "4066" somewhere on the body"
No. Way too vague. All 4066's are not the same.
They may be indicated as Quad Analog Switch IC's, but they have different operating voltage ratings. The x0x needs one that operates correctly at 12v.
CD4066BE - good (rated for 3v thru 18v)
HCF4066 - good (but obsolete) (rated for 3v thru 20v)
74HC4066N - BAD (rated for 2v thru 6v)

PS the bad 74HC4066N resulted in filter warble, and weird offset/envelope issues when adusting the Decay pot.
