Only getting 3 volts out

I have no idea what I'm doing, but I bought the kit and a soldering pencil and tried to make it.

On testing I get 3 volts in and almost 3 out, which isn't right.
I reheated all the older points, but no deal.

Here are photos of the top and bottom of teh board.

Hints?

Your chip's in backwards. That's why we use sockets! :D

Flip that around, and make SURE you test it with a multimeter before plugging in an iPod or whatever, because if you managed to break the chip (possible) then you may get a weird output.

(It's confusing because your text is oriented the same way as on the silkscreen, but you need to look at the notch, Eagle will flip the text to make it look nice, but the little U-shaped hole will always be in the right place)

It looks really nice otherwise

That was it. I must have flipped it when I was adjusting the pins.
