I'm trying to get an Arduino MKRNB1500 to use a bq24074 and a solar panel to keep a connected LiPo battery charged.
While testing with a 3.7V 4000mAh attached to the LiPo Battery JST the voltage reads 3.88V, but the Load Out JST (connected to the NB1500 via JST jumper) reads 0V, and the NB1500 does not power on.
That seems wrong, but I'm not sure if there's a problem with the bq24074 or my setup.
Any insight would be appreciated, and I'll do my best to answer any questions to clarify.

Here you go.
Positive terminal on the NB1500 is on the left when looking at the opening of the JST as are the positives for the JSTs on the bq24074.

The connections look right. If you unplug the Arduino, does the Load output voltage still read 0v?

Yes. Load output voltage is still 0V when the Arudino is unplugged.
Possibly relevant: the voltage at the OUT and GND pin holes (8 and 9 when starting at the USB-C connection) is 3.8V regardless of whether the Arduino is connected or not.

That is interesting. When powered via USB, I'd expect 4.4v on the output.

Sorry, what I meant by 'starting at the USB-C connection' was just a reference for the pin count. I haven't done any measurements while plugged in at the USB-C.adafruit_support_bill wrote:That is interesting. When powered via USB, I'd expect 4.4v on the output.

Guess I read that too quickly. The Out pin and the Load JST should be connected to the same pin on the chip. Sounds like possibly a bad connection on the JST for the Load output.
Hard to see from the top-down view, but the negative leg looks like it might be floating. Check that both legs of the jack are well soldered.
