Rotary Encoder (Part 4991)

Hi
I bought two decoders (part 4991). One can be seen on the I2c bus when starting a scan(). The other one seems dead (on arrival)and is not seen. The only difference is made up by changing the decoders. Any idea?

By "hanging the decoders" you mean switching which one is connected to the end of the STEMMA-QT cable? Repeatedly swapping them provides repeatable work/fail behavior?

Yes. I am not using a cable but a breadboard. But changing the two breakouts results in a working condition for one and a non-working condition for the other one. Apart from swapping nothing changes.
