Solar Lithium Ion/Polymer charger not charging

Hello-
I purchased the following items a few weeks back:

USB / DC / Solar Lithium Ion/Polymer charger

Lithium Ion Polymer Battery - 3.7v 2500mAh

When I first started using the charger+battery, charged the battery by plugging
In a wall-adapter to the charger-curcuit for a few hours
and "topped it off". The amber LED went off, green LED came on, and
“all was good.” I didn't think to take a battery voltage reading at that time.

I managed to drain the battery completely.
No problem (I thought).. so I plugged the charger+battery into a wall-adapter -just like before… and the amber-charging LED has never gone off since. That was over a month ago- 24x7 charger (390) and battery(328) plugged-in the whole time.

If I unplug the 3.7v LiPo battery, and keep the charger plugged in to the wall-adapter - I have a steady 4.18v across the Bat+ and Gnd pins. If I plug in the battery to the charger- I see 3.03v across the Bat+ and Gnd pins -regardless of whether or not the charging circuit is plugged into the wall-adapter (red LED on or off).

Any suggestions on how I can charge the battery completely (like it was
when it first arrived)? ...or have I damaged the charger or the battery (or both) somehow?
