It's finding it, just not at the default address (0x70). Are you still jumpering the A0/A1/A2 pins to the power rail as in your photo above? To specify the non-default I2C address for the TCA, you need to specify it when setting up the TCA object:

I completely spaced out having to specify the address when I jumper the TCA9548A to a different address. I am now suitably humbled at this oversight. Everything is working now, and I have learned much!
