BB Power Supply powered by battery?

I have a breadboard power supply and it is working just fine if I power it from a 2.1mm jack but I tried to make it portable and get nothing. I have 8.2vdc on the screw terminals but nothing (a few mv that I think is just noise) on the outputs and the leds do not light. What am I overlooking or is it just broke? Thanks for all the great stuff you guys (gals) make

i think the silkscreen for the bbpsup is backwards, try flipping the polarity :/
