Adjustable breadboard power supply doesn't go higher than 5V

I just put together four adjustable breadboard power supply kits, and all four have this issue. Using a multimeter on the Vout and Ground connections on the left, the 3.3V setting is spot on, the 5V setting reads 4.8V, and the adjustable setting ranges from 1.31(+/-0.4)V up to 4.8V. For the project I'm working on I need at least 12V. Could I have made the same mistake soldering all four?

Well, the obvious first question is what voltage are you feeding into the supply? The output can only be adjusted to about .5V lower than the input.

Well, there you go. I've got a box of wall warts that are mostly 15-25V, and the one I pull out was just a 5V. Thanks for the sanity reassurance there.
