Capacitive touch toggle

Curious about a special usage of this capacitive touch sensor:

I watched the video and she said it can work up to 4mm away. My goal is to mount a sensor to the outside of a 3D printed PETG water container. I’m assuming that water and a human finger have similar dielectric constants. Would this sensor be powerful enough to penetrate 3mm of petg to detect water or is there a more powerful version? I want to turn on a low power led to alert me when the water level is low. Thanks!

I have used them behind 3mm polycarbonate. I would expect it to work through PETG also.
