Standalone AVR ISP Programmer: Device signature = 0x000000

Hello!

I am trying to use the Standalone AVR ISP Programmer Shield Kit. I believe I have everything wired up correctly (see photo... pin 1 on the ZIF socket is soldered underneath using the bent wire), but I have not been able to successfully burn a bootloader to a chip yet. It gives the message below. I've tried multiple Unos and multiple 328Ps, but no luck. The ArduinoISP program uploads fine, my computer has no problems seeing the Uno.

Thank you for the photo that helps.

Can you go over the solder points again. Most of those look like bare wire with very little to no flow.

If you want to post the bottom side afterwards that might help.
