Sound Board P2217 red light & not discoverable

Sound Board P2217 red light & not discoverable
When I attached USB power (only power, not data) the boards green and red lights illuminate. Happy that it seems to have power, not aware the red light was a problem, I soldered the 4 GPIO's that I need, speaker outs, hooked up everything to a breadboard, prepped my audio files and hooked up the data cable. Not discoverable on my windows 10 PC and both green and red lights stay on. When I connect a jumper from reset (lower left hole RST) to GND (2nd top hole from the top left) the red light goes out but ONLY while the jumper is connecting both the RST and GND. As soon as the connection is removed, the red LED illuminates again. Attempted data connection with the RST/GND jumped (green on and red light out), but nothing showed up on my PC as another drive. Removed jumper, red light comes on.

Did your PC respond at all when you plugged it in? Like making the USB connected sound?

Yes! Oh wait, no. Great point though! No: my PC did not react at all. There was no indication on my computer that anything was hooked up to the computer.
I said yes (and now edited this post) because the sound board/speakers did react. When I attached the cable to my PC it did make clicking noises (speakers 'powering up') and in fact my computer audio changed from my windows 10 laptop, and started playing the audio through the speakers on the sound board. I've no clue how the data USB out to microUSB in was now playing my computer audio to the board and speakers, but there it is!

Interesting. Double check in Device Manager for a new device after plugging it in. It actually seems like the PC is seeing something - since it changes to putting audio out over the board.

The computer does detect something. When hooked up, for only 10 seconds, the 'USB Device' pops up with the exclamation point in the yellow triangle
After 10 seconds, that goes away. The Sound board has both red and green lights solid. When I attach it again, get the USB device, and click on it (before it goes away in 10 seconds) I get this message:
If I keep the 2nd message up, after the device times out, then it says hardware not connected, error code 45. I disconnect and hook back up, and error code 28 again for 10 seconds. I tried various google searches for error code 28 and follow the recommendations (disconnect, find drivers, etc...) but nothing is working.- adafruit_support_carter
