What is the difference between the Fingerprint sensor(#751) and the Basic Fingerprint Sensor With Socket Header Cable(#4690)
I could not find a "contact us" category that fit this question other then tech support.

Good question. From a usage stand point both fingerprint readers are quite similar. Same libraries and guide to follow. Same UART TTL communication.
You can compare the details by looking at the user manuals. You'll want to upload the #4690 one to google translate.
