INA260 Current Sensor limiting current?

I have the INA260 High or Low Side Voltage, Current, Power Sensor measuring current on a wireless phone charger.

Not sure if the INA260 sensor is the issue but it seems the phone charger is having trouble charging phones.
Could the sensor be limiting the current on the charger somehow?

The shunt resistor is only 2 milliohms. That is more than an order of magnitude less resistance than a typical USB cable. It should not have any measurable effect on charging speed.
