USBtinyISP AVR Programmer Kit R4 & R7

I’m just starting my build on the USBtinyISP AVR Programmer Kit and I’m not clear about installing resistors 4 & 7. I’m fairly new to AVR programming. I think the instructions say if you are not going to use it as a SpokePOV Dongle use wire jumpers in place of the resistors. I don’t even know what a SpokePOV Dongle is. So therein lies my problem. Would appreciate help with this. Thanks,

This is an excerpt from the kit as you are aware,
If you're not using the USBtiny to talk to a SpokePOV kit, and if you are using a target that has some load on the SCK and MOSI pins, you may need to replace R4 and R7 with jumpers as the 1.5K resistors will have trouble driving the load!


Depending on your circuit design, if the load on the programming pins is greater than the resistors will allow, you can install jumpers instead. If programmer functions properly with resistors, all good.
