USBtinyISP not communcating with ATMEGA328P-PU

Hi,
I've been having problems with a USBtiny ISP programmer I bought from Adafruit. I keep failing with the error message

Code: Select all

avrdude: initialization failed, rc=-1
         Double check connections and try again, or use -F to override
         this check.

Error while burning bootloader.
I'm trying to burn the Arduino boot loader onto a ATMEGA328P-PU. I tried using Arduino on a mac and a Raspberry Pi. I also tried uploading blink from the Pi as well as trying to establish communication using AVRDUDE from the command line on the Pi. There is a green light on the programmer and I've double checked my wiring to the chip. I don't know that the next steps would be to try to trouble shoot it further.
