programming atmega16 with breadboard and usbtinyisp

programming atmega16 with breadboard and usbtinyisp

Hello I tried to program an atmega16 in the mainboard I was working on but it did not work. So to program an atmega outside of a circuitboard, is it as simple as placing the atmega16 on a breadboard and then connecting the appropriate pins of the atmega16 to the pin-out of the tinyusbisp?

I will be programming a premade hex and eep into it to be able to run a game.
