I have a collegue who is an artist and they want to capture the light at dusk for a year and probably use the energy to power an LED (it's modern art)
I think it's possible with arduinos but have 0% experience.
The main points will be. Solar panel that charges battery for 1 hour each day at dusk for about a year. This battery will then hopefully light an LED when a button is pressed.
Is this a doable project, and if so how easy will it be to set up?

Very doable. Have a look at https://www.adafruit.com/product/4755, https://www.adafruit.com/product/1525, https://www.adafruit.com/product/2788, and https://www.adafruit.com/product/2030. That will let you power any board that takes 5v. You'll only need something simple. Maybe a Trinket M0 (https://www.adafruit.com/product/3500) or QtPy (https://learn.adafruit.com/adafruit-qt-py).
