Can this board be ordered with the headers pre soldered in like the ESP8266?

It's not listed in the shop, so no.

You could look for a makerspace near you to find someone to do the soldering for you. Maybe a university, library, or community college with an electronics lab.

Thanks. Odd the soldering would be available for the Feather but not for the companion LED board.

There are several options for headers. Stocking them all doesn't make sense and making them bespoke/manually would add significantly to the cost. Plus, most people dabbling with electronics solder.
