Hello, as I read about different microcontrollers, I read they all have a limit on outgoing current on their IO pins. My question is, what happens if you end up exceeding it? Will it fry the chip, or will it just not provide more than it's designed to?

Overloading a single pin can burn out the pin. Overloading multiple pins simultaneously can cause the chip to malfunction. And in theory can do more extensive permanent damage.
