Does the Feather's red LED start to pulse when the IDE is ready to upload new firmware? Does manually forcing a reset at that point let the board do a successful upload?

Yes. Manually forcing worked only for one device and the same method, same cable or new cables doesn't work on newly purchased boards neither on other old boards.

That sounds like a known issue for microcontrollers connected to a high-speed USB host.

The high-speed device recognition process starts with a burst of 480MHz data, which is at least 10x faster than most of the microcontrollers we use. Sometimes the bootloader will crash because it doesn't know how to handle what it sees as a burst of random noise.

Try putting a cheap/old USB-2 hub between the computer and the Feather. The hub will have its own USB host chip, and should block the signals that cause problems for the microcontroller.
