Metro Mini won't program

We purchased several Metro Minis for some R&D projects at work, and in trying to bring up some prototypes, I found myself unable to program my mini. I'm getting errors that the 'programmer is not responding'. (Full log below.) After reading up on other similar issues on this forum and trying various things like resetting at different stages, I decided to try a different unit (same model, Metro Mini). It worked perfectly fine on the first try. Both come up in the Device Manager as a USB serial port in a similar way (different port numbers, of course).

I unsoldered the wires from the original one and tried once more to get it running, and still no luck. I'm not getting the red L light on the bad board on reset, and have run out of ideas. Any way to force a re-flash of the bootloader? Since it complains it's not responding, I imagine I have to get additional hardware for that. Any help would be appreciated.

This report would have more information with
"Show verbose output during compilation"
option enabled in File -> Preferences.

I have soldered my circuit to the new board and it still loads code fine, so I don't think the fault on the original board is a wiring issue. Doesn't rule out other problems, of course.

Contact support@adafruit.com with a link to this thread and your order number and they will get you a replacement for the bad Metro Mini.
