Doing this prints nothing to my serial monitor.

I just tried running the sketch you requested on two different arduino boards and then went even further as to try each board on an entirely different computer.
Nothing is output into my serial monitor when running the provided script.
We are talking just uploading to the board and checking the serial monitor. correct?

Hi,
I'm facing the same issue with mine too and I'm interfacing with my rpi zero w. It's weird because the S-Video output still works completely fine but no communication to it in other aspects.

While maybe not the answer you want, I found much better, less bulky, cheaper cameras such as Esp32-cam. Satisfied the needed application.
