Can't pass the state of D3 from one Xbee to the Other

I can see the signal strength indicator activate on the remote module when I pull DIO3 Pin 17 (configured to an input) low on the host unit, but nothing happens at d3 on the remote unit. I have D3 set for a output (high) on the remote unit. I was expecting D3 it to go low.

I have both units are powered up and appear to be talking to each other as I can 'see' and configure them from the XCTU app.

I have updated the firmware on both modules.
