programming a Si5351 board (ID 2045) without Arduino

I''m thinking about using an Si5351A Clock Generator Breakout Board PRODUCT ID: 2045 to be a fixed 60MHz clock source.

I don't have an Arduino or other microcontroller development platform handy, but I think I can use the programming tool from SiLabs
https://www.silabs.com/documents/public/user-guides/ug286-clockbuilderpro-dongle.pdf along with their ClockBuilderPro software to program the chip on your 2045.

Is this programming method possible to program the device configuration permanently? I assume that the version of Si535x that is on this board is in-system programmable to the NonVolatileMemory so that you don't have to program it every time - is that correct?
