I really want to build one of this clocks and was disappointed to see that the kits are no longer for sale.
If I already have an IV-18 tube in my possession, and I can build my own enclosure, is there anywhere I can find the necessary circuit boards and components for sale?
Perhaps there is some leftover stock, or someone knows another source?

That was one of my favorite kits. Unfortunately, we do not stock parts for these any longer.
Links to CAD files for the PCB can be found in the guide. Some forum members have had their own boards made. If you are lucky, someone may have a spare.

I might look into buying all the components separately, as the ordered parts list is very useful. I currently don't have any way to flash the firmware onto the chip so maybe it won't be possible. Any suggestions for a cheap custom PCB manufacturer with a small MOQ?

Flashing the chip is not all that hard to do. You can do it with an UNO and a breadboard:
