Ok so I was unclear on the concept. I thought the rule number corresponded to a set of numbers. But I finally realized how it works: each number is set individually.
So I set the rules to 3,1,2,2,11,1,1,2,1 and midnight and 2am passed and the clock stayed correct. But then at noon the next day the clock lost 1 hour. (Yes it was noon not 24:00)

Sigh.

sounds like your ee memory might be messed up. try changing the time zone hour to something else, like 0, and saving that, then change it back to -8 and save that.
