Surface mount "holder"

I want to make that holder for different types of smt soc's so on.
1) Do they come in pieces or you have to make them by hand?
2) Do they have a name?

There are test fixtures for various kinds of chip, but they usually come as a complete unit.

I've never seen that particular one before, and would guess that it was made by whoever built the PCB. That style of connection might not work for SMT components though.. the board in the photo has castellated (half-circle) pads that will center the wires. Most SMT chips have pins sticking out of the package, and that kind of wire clip would probably try to go between the pins.
