We plan to use Neopixels in our future product. Since the product will be manufactured in very small runs each year (approx 10) we tend to integrate pre-assembled parts as much as we can since the cost is often much lower than designing from scratch.
We could design our own PCB and have the pixels soldered on but it happens that the Neopixel ring (2875) you sell fit perfectly for our application. The only concern is coming from certification. They are requesting that PCB substrate be UL94 V-0 flame compliant, and that everything be RoHS.
Can you supply those certificate for the rings you sell?

Nope. We don't have that kind of certification for them.

I'm working on a capstone project and am wondering if we can use the neopixel ring PCB files to make our own custom number of LEDs in a ring. Are we allowed to do this? The capstone project is a product development one and as part of our grade we have to submit a final design and do a small kickstarter for a very small production run.
