The Charger Doctor meter I just got is showing 2.5v from multiple wall charger blocks as well as a laptop USB port.. The current will vary as expected between cords and between wall chargers and laptop usb sources, but the voltage is constant at 2.5V. Current flow on a Samsung phone with an 80% charge shows .5A and a Kindle is drawing .7A. Probably within expectations, but the 2.5v reading is definately off. I noticed a post from 2010 that talked about the same problem, so I think I just got a bad unit.
