Hi,
Is a power supply the same as a function generator? Or, can it provide the same means as one?
I need both, and was curious if this would fit both my needs:

If not, can you point me in the right direction for a FG?

Power supply and function generating are two different functions. There are power supplies with built-in function generators. But that is not a feature of the Rigol DP832 (although it does have a ton of other awesome features).
Not sure what your specific requirements are. Simple function generators can be found in the $100 price range. More sophisticated, specialized and expensive versions exist if you need them.
The major suppliers like Mouser, Jameco, DigiKey etc will have a selection to choose from.
