App controlled neopixels

Hi all
Not sure this is the right place for this post.
I want to have a small number of neopixels or maybe the new ones with the white led in them. Approx 10-15. Want to be able to set each pixel which on its own with a arduino etc is simple but i would like to have an app on my phone with the 10-15 pixels shown and be able to set the colour. which microcontroller would be best to look at as am thinking bluetooth but maybe wifi but most new boards are 3.3v and the leds are 5v. also what de people use to make android apps? this will be a big learning curve for me but would be good for me to do

For information on NeoPixels see https://learn.adafruit.com/adafruit-neopixel-uberguide. For that number of NeoPixels, pretty much any controller board will do. There are a lot of projects that use bluetooth. Have a look at https://learn.adafruit.com/search?q=Neopix.

For that number of pixels, 3.3 from the controller should be fine. They'll be not quite as bright compared to being powered by 5v. The key thing is that the data signal should match the voltage you're powering them with.

As for Android, I don't, but the last I heard, Kotlin was the primary (i.e. Google endorsed) language.
