What is the Best Microcontroller for NeoPixel Ring?

I am attempting to set up the neopixel (24) ring to make a sensory bubble tube for my Autistic Son. I have order the power components and the ring/circuit board. I need to know what the easiest to set up micro controller would be for this. Any assistance would be greatly appreciated as this is my first foray into a project of this type.
