NeoPixel Ring

Can this be run battery power on a switch with no arduino. Also can the color change be set to switch with on/off switching

You can run on battery power. But you need some sort of microcontroller to drive the ring and change colors.
It doesn't need to be a full-size arduino. You could use something small like a Trinket or Gemma.

great idea in the right direction. it says the GEMMA is out of stock any other options? I will need to make 30-35 of these models any need to be cost effective. Would I be able to do something with cheaper leds if I do not need the full neo pixel?

That depends on what you want to do with them. A Trinket can manage 4 or 5 single color leds - or 1 RGB led. With Neopixels, you can control up to about 100 with full RGB control.
