eye safety of RGB 7-segment digit (#1399)

I bought a 'RGB 7-Segment Digit - 1" Tall Digit' (product 1399) and it's very bright! I was wondering if you have any information about the eye safety of this part. (Especially since 7-segment displays are meant to be looked at directly, unlike some types of LEDs.)

I have two questions:

1) Is it safe to look at this LED for an extended period at full brightness?

2) If not, does dimming it with PWM make it safer? (i. e. is the safety determined by average exposure, rather than peak exposure?)

I asked this question on Stack Exchange and got a partial answer, but it looks like the definitive data is locked up in expensive international standards. I was wondering if you have any more info as the distributor of this part?
