I have a dual alphanumeric display #2155 and and a 4 x 14 segment Feather wing #3089. I soldered them together with the supplied headers and placed them on a Proto-Board. I was unable to find a wiring diagram to Arduino Uno. Based on description on tutorials, the wires from the Feather Wing are 3.3v, Grnd, SCL and SDA. These go to Arduino Uno 3.3V and Grnd and A4 and A5 for SDA and SCL.
Unlike my HT16K33 1.2" 7 segment display or your 14K33 backpack, 3089 Backpack for Quad 0.54" display, does not have an IO, "+", "-", "D" ,"C" connection. I can get the test Example to work on Arduino Uno with the HT16K33 display using 5V, however the same wiring except 3.3v instead of 5V using the "qoadalphanum" example will not work at all. I have left the Jumpers A0, A1 and A2 as I received them. Is there a wiring diagram of 3089 Backpack to Arduino Uno?

Changing Addresses
You can change the address of a backpack very easily. Look on the back to find the two or three A0, A1 or A2 solder jumpers. Each one of these is used to hardcode in the address. If a jumper is shorted with solder, that sets the address. A0 sets the lowest bit with a value of 1, A1 sets the middle bit with a value of 2 and A2 sets the high bit with a value of 4. The final address is 0x70 + A2 + A1 + A0. So for example if A2 is shorted and A0 is shorted, the address is 0x70 + 4 + 1 = 0x75. If only A1 is shorted, the address is 0x70 + 2 = 0x72

Is there a wiring diagram of 3089 Backpack to Arduino Uno?

The UNO is a 5V board and the Feather Wings are designed to work with 3.3V Feathers. So you're probably running into a logic level issue. Is there a reason you are trying to use the Feather Wing with the UNO instead of using the non-Feather backpack?
