Ok so I went back through every solder joint on the HAT and now they're all looking pretty good, and it actually did improve things, although it's still not working right. At least every row is now lighting up. I also noticed that it made a difference which LED's lit up if I pressed the 2x8 cable into the HAT harder while it was running, and that's when I noticed this:

The pins on the plastic connector I soldered to the HAT are different lengths!
Could that possibly have something to do with it? It's not like that on the back of the LED, I checked. Below are some pics of the new soldering job after I went over everything, just in case.

That length mis-match on the 2x8 probably happened during soldering. If you get apply heat for too long, the plastic can soften enough that the metal pin will easily push through. So you may have just done that and bumped it a little during soldering so that it's extended a little more than the others. Do you think it's causing poor contact with the other pins when you put the ribbon connector on? The mis-match doesn't look horrible.

It seems like were having an effect on things by touching up the soldering though. The fact that your are seeing a change when pressing on the ribbon connector seems to indicate something is still happening with the connections though. See if you can investigate that further and find any more evidence about what might be going on there.
