I ordered a HDMI 4 Pi: 7" Display w/Touchscreen 1024x600 w/ Mini Driver (PID: 2396). I connected it to a raspberry pi and got good output and touch response. I then unplugged the 4-wire touch ribbon from the AR1100 controller so I could insulate the controller while attaching it to the screen. However, upon reconnecting the 4-wire ribbon, I get absolutely zero touch response from the screen. The controller does not appear to be dead as the activity light continues to flash and connecting it to another computer causes it to enumerate properly as a USB device. I can also confirm connectivity between the breakout X+/X-/Y+/Y- vias and the edge pads on the ribbon when it is mostly inserted. Is there a way I can further diagnose the overlay and/or replace the screen?

So it shows up in another computer. But what about the original Pi you were using it with? Does it not show up at all when you plug it in to USB there?connecting it to another computer causes it to enumerate properly as a USB device.
