Help with wiring up some LEDs

So I purchased both the slow fade and the fast flashing variants of these LEDs along with a L4931 TO-92 voltage regulator. I got the LEDs to light up on their own off of 3 to 5 volts, but when I run them through the regulator I noticed that they will only be red instead of the RGB pattern. I even tried to use the recommended capacitor but than nothing lights up.

What are you using to power the regulator? You need at least 6 volts input for reliable operation.

I was using 5 volts from a USB power source. I figured this would have been enough since the product page says 4-20 volts.

can you post up a photo or your regulator? do you have a scope?

Did you measure the output voltage of your voltage regulator with a multimeter or a VOM?

I don't have a photo of the regulator but it is Adafruit product ID 2166. I don't have access to a scope and I just discovered that my cheap harbor freight multimeter is broken, but I did figure out that since I was running these LEDs in a series circuit, standard USB power was not able to supply the current needed. I then tested running the 15 LED's I need in parallel and they did all light up, but the voltage regulator was getting extremely hot, so I might have to figure out a better solution for voltage reduction that can be passively cooled in an enclosed space or find a way to reduce the amperage.
