HDMI Decoder and LCD display not connecting to Raspberry pi

I recently bought the 5" non touch LCD display along with the accompanying HDMI decoder to use on a small project. I've ran into an issue where the screen does not connect to the pi . When plugged in via the HDMI port via the decoder , the screen shows white with small black lines with a slow vertical refresh like effect on the screen . I have tested the Adafruit set up on my laptop and it works fine . Additionally the pi works using other HDMI displays such as TVs and monitors . I also have bought a direct HDMI , HDMI mini cable to eliminate the possibility of the issue being caused my by HDMI adapter. I am just wondering what I can do to fix my issue and any feedback is very much welcome .
