16x24 LED Matrix

Post a photo showing your hardware and connections and we'll take a look. 800x600 images usually work best.

Here are the connections. Could it possibly be that I am missing a capacitor of some sort in the C1 C2 slot?

That doesn't look like one of our LED matrices, and it doesn't seem to use the same IC as the ones we carry.

I can se that it's a Holtek device, but can't see the exact part number. Your best bet will be to get the part number and look for a datasheet. That should have a good description of the control signals and protocol.
