16x24 LED Matrix

I recently purchased a 16x24 LED Matrix and it does not seem to work. I wired it up, soldered the J5 connection, and uploaded the libraries. However, when I try one of the demo's or even some of my own code the LED lights may only blink for a fraction of second. I am noticing that I, unlike a few other posts, do not have a capacitor connected to C1/C2.

Post a photo showing your hardware and connections and we'll take a look. 800x600 images usually work best.

Here are the connections. Could it possibly be that I am missing a capacitor of some sort in the C1 C2 slot?

Re: 16x24 LED Matrix
That doesn't look like one of our LED matrices, and it doesn't seem to use the same IC as the ones we carry.
I can se that it's a Holtek device, but can't see the exact part number. Your best bet will be to get the part number and look for a datasheet. That should have a good description of the control signals and protocol.
