Issue with Ultra Flexible LED Strip at 9v

Hi, recently got https://www.adafruit.com/product/4612, Ultra Flexible White LED Strip. It turns on at 12v but not 9v as the description states. I also have https://www.adafruit.com/product/3867, Flexible Silicone Neon-Like LED Strip to test against, which does turn on at both 12v and 9v. I had both hooked up to the same power source using a splitter cable and 3867 turned on and not 4612, and when connected two of the 3867, they both do turn on, so I'm quite certain that the setup isn't the root of the issue. Either I have two identically malfunctioning strips or the description isn't correct.
