(Pardon my ignorance)
I need a simple waterproof cool white LED strip for an odd lighting situation.
Is it possible to just add a power adapter and a on off switch to a strip? The strip would only be about 150mm long.
I don't need dimming (although that might be nice) don't need RGB, just white light about 6000K. I am trying to do this low cost and low complexity,
Can I do lo-tech LED strips?

You bet have a look at https://www.adafruit.com/product/4612 and https://www.adafruit.com/product/4839.
Just connect 9-12v and they light up. Add a switch on the power wire and you're good to go.

I presume I can cut it and add segments with just two wires in-between them?

Yes, cut points are marked and have exposed solder pads.
