The instructions at https://learn.adafruit.com/14-segment-a ... ng/pinouts says 3V or 3.3V, but the chip on board - HT16K33 - requires 4.5V to 5.5V.
What is the proper VDD to supply to this module? If ~5V is required, then please update the documentation.

Are you having problems with it? Product 3130 is a FeatherWing so it just plugs onto a feather and should just work. I realize that the chip specs 4.5v-5.5v but it would seem that it runs at 3.3v as well.

I'll be running in on a custom board from a RPi. I think I'll breadboard it up and see how it does on 3.3V in my application. I may put it down with some level shifters on the I2C pins and run it on 5V.
