Can you suggest a link, or a procedure for determining if either a metro or an arduino uno is still functional or if its time to put it to rest? This is what I tried so far:
- unplug everything except usb cable
- see if red power light blinks and then stays illuminated when connected to computer
- select the appropriate board and port from the tools menu in the arduino software
- try to load the example program blink
When the board is connected to nothing other than the usb cable, blink does not load, a port shows up in the tool menu but without the name of the board in parentheses. The red power LED blinks quick when being connected and then stays illuminated.
Here is the text of the error code:

Yes it used to work, but that is the error I received when I tried to load blink.

Could you please clarify what board you are trying to use. Is it an Arduino UNO? Or is it a Metro? If it is a Metro, then which one?

It is a metro 328, the big one that is the same size as the uno not the mini.
